In Cove the Nobles are the people who truly control and pull all the strings. The only limit to their power is the Codex but even that is hardly an obstacle, for the very Wardens of Law are an instrument through which the nobility keeps the town in its merciless steel grip.
Cove's nobility has often been vain and flamboyant since the days of the Gavestons, yet only under Baron Killian and Count Diaz has it become so obvious - they often hold balls and celebrations for the creme of Britannia, seemingly not paying too much attention to the chores and troubles of the peasants. Punishments for the slightest insults or signs of unhapyness at the nobles are usually swift and cruel. But in truth the Baron and Count are working hard to turn Cove into florishing Tradeport City.
Out of character concept: The current nobles are arrogant and harsh at ruling. The locals of Cove fear and treat them with great care and respect. Though the nobility is prideful and vain, they care deeply for the towns well-being, though rarely show that. It is down to each noble's personality on how much he is liked and respected but they are all feared.
